Mondello's Italo Belga Loses Concession as Albaria Faces Revocation Risk

The bathing season at Mondello has closed with the expiry of the suspension under which the Cga had allowed Italo Belga to operate this summer. La Sicilia — Ragusa reported that the beach has entered the greatest phase of uncertainty in its history. The company is now, for the first time in more than a century, without a concession and at risk of not returning to the litorale, and has begun dismantling its equipment. The expiry sits within a procedure to revoke the concession.

The immediate obstacle to any replacement is procedural. The Pudm — the plan governing use of the maritime domain — is under examination by the Consiglio, and at least eight months will be required for the tenders that would award new lidi balneari. Nationally, the Ministry of Infrastructure has prepared a bando-tipo intended to give Comuni and Regioni homogeneous rules for the new assignments; procedures must be launched at least six months before titles expire and in any case by 30 September 2027. On the Iblean coast, Ragusa Oggi reported annual canoni running from €1,500 to €13,000.

A second Mondello operator is under scrutiny. La Sicilia — Ragusa reported that the Albaria Club, a sports association, risks losing a concession it has held for some twenty years. The trigger was an anonymous complaint to the Capitaneria di porto at the beginning of the summer, which prompted checks by law enforcement. The stated cause is a portion of demanio occupied by the club that is larger than the concession provides for. The Capitaneria's measurement diverges by 51 square metres from the maps. The club's position is that it received erroneous information from the Region.

Both matters remain open. The Pudm's passage through the Consiglio and the eight-month tender horizon set the timetable for Mondello, while the 30 September 2027 deadline anchors the wider national process. No outcome has yet been reported for either the Italo Belga revocation procedure or the Albaria concession.
